The new MPEG API is in 2.6.18, not 2.6.17.x.  And since this is a new 
feature not a bugfix, I'd be surprised to see it appear in a later 
2.6.17.x release.

The standalone driver (i.e. the one downloadable from isely.net) includes 
support for the new MPEG API, but you need to compile it in a 2.6.18 
kernel context or against the latest V4L-DVB Mercurial repository in order 
to activate the support.  (However, since the driver is in 2.6.18 and in 
V4L-DVB already, there's probably little desire to actually try something 
like this.)
