drivers/media/video/Kconfig:
        tristate "Philips SAA7113/4/5 video decoders (OBSOLETED)"
        depends on VIDEO_V4L1 && I2C && EXPERIMENTAL

Maybe you didn't select the VIDEO_V4L1 compatibility and experimental drivers.
If you can't select it (---) you maybe already selected "Empia
EM2800/2820/2840 USB video capture support" which enables it per default.
