This took me a while to figure out, as 2.6.27-10 is not the most recent
version in the main Ubuntu repositories (2.6.27-7 is). 2.6.27-10 *is*
available, but only if you activate the "proposed" repositories.

I installed 2.6.27-10 on Ubuntu Intrepid (after deactivating the v4l-dvb
drivers I had installed with DKMS), and can report that the tuning
problem has been solved ((dvb)scan finds all my channels fine). I
couldn't test actual display, though, as the update to the proposed
kernel messed up my Nvidia display drivers, and mplayer choked on me.
(One of the hazards of using a "proposed" package, I guess.) It's
probably just an issue of getting DKMS to rebuild the Nvidia drivers for
the new kernel, but I didn't have time to test that.
