Well first you need to make sure you have a device that includes the IR
blaster. Only late-model 24xxx devices have this built in - look for a
1/8" jack (just looks like a small hole) on the front of the device
(same side as the RCA jacks for composite input). I believe all
HVR-1950 devices have this as well.

There's nothing the pvrusb2 driver does to help or hinder IR blaster
support. However it should work provided you have the right LIRC driver
in use. All the pvrusb2 driver does is act as a communication conduit
to the IR blaster hardware within the device, but it's up to another
driver (i.e. LIRC) to make use of it.

Unfortunately I personally don't have much experience running the IR
blaster.  There has been chatter about that here on this list;
information about it should be in the archives and thus locatable via a
google search of some sort. You probably need a fairly recent version
of LIRC for this to have a chance of working.
