[pvrusb2] HVR-1950 requires procreload=1?

So far you are the only one experiencing these issues.

Can anyone else confirm this?

The default settings are the normal recommended values.  Any other bits 
depends on what you are trying to chase so I have no other suggestions.

I doubt it.
