It's certainly discouraged, but there often is no alternative. sysfs 
cannot completely replace ioctl (for example: setting MPEG encoder 
controls require atomicity where multiple controls are set at the same 
time, something not possible with sysfs AFAIK). The new webcam 
resolution/frame rate functions being proposed also use ioctl.
