Your application is technically responsible for setting the correct 
video standard.  The exact answer depends on the app.  But whatever the 
app commands through the V4L API, the driver will obey.

Another way you can change the video standard is through sysfs.  This is 
an alternative API into the driver.  You can certainly use that method 
to manually set the video standard right away, but if you are running a 
V4L compatible app, then you should fix this by going through the app.
