[pvrusb2] cx25840 video scaler is broken [was: Poor analog picture on HVR-1950 after upgrade...]

My HVR-1950 suspicion was correct.  I just tried a test where I 
re-issued the VBI hack after any cx25840 reset - and now the analog 
video there is clean even when running with a horizontal resolution of 
640.

I still have to investigate impacts of the VBI hack when the video 
standard is (re)set.  That's next.
