[pvrusb2] Ability to fully reset a PVRUSB2 Device

Nevermind!! I managed to find my old caliper buried under some old tools and made the measurements
myself!! it's a 2.5mm x 5.5mm barrel plug, so that settles the specs! Now to find the PSU I need.
