I haven't forgotten about this.  The problem you are describing has been 
happening at various levels for a number of people.  I did spend some 
time this past weekend towards this end - re-setting up my Win2K system 
with the correct Windows drivers so I could start doing A-B comparisons 
to find out what's different.

One thing that has been noticed is that leaving some dead time between 
stopping and starting streaming seems to help, i.e. wait a few seconds.  
That's probably why stopping then starting live TV clears it.  But I've 
seen cases where even that isn't enough.  One of the maddening symptoms 
I've seen also is that loss of signal followed by reacquisition can 
trigger this problem.  Said another way - if a large enough burst of RF 
interference causes the TV signal to drop while streaming, then you can 
see video distortion after recovery.  Assuming that this doesn't happen 
in Windows, then there MUST be some kind of setup or initialization that 
I'm simply not doing correctly yet.
